Key Requirements:
- Youth must be co-enrolled into Career Connect WA and may be co-enrolled into WIOA Youth if eligible
- Adults may be co-enrolled WIOA Adult or Dislocated Worker if eligible
- There are 3 different programs of enrollment: In School Youth (ISY), Out of School Youth (OSY), and Adult
Note: for all TouchPoint creation, if the participant already has another TouchPoint of the same type (e.g. WIOA eligibility application, Individual, Training, and Supportive Service, etc.) you can take new TouchPoints from the Participant Dashboard:

Eligibility:
- Navigate to the participant
- Click on Review Seeker/Participant TouchPoints widget at the top of the participant dashboard:
- Create a new TouchPoint:
- Select WIOA Eligibility Application:
- In Application Type Tab, select Full WIOA Eligibility
- Check the box(es) for the program you are screening the participant for eligibility:
- Complete the TouchPoint in its entirety and save
Program Enrollment:
- Create a new TouchPoint
- Select Program Enrollment:
- Select Intergenerational Poverty – [ISY, OSY, or Adult] as the Program of Enrollment:
- Input Local Program and/or Contract if applicable per your local guidance
- Complete the rest of the Enrollment tab
- Review the Demographics at Enrollment tab and ensure demographics are complete and accurate:
- If demographics are incorrect, obtain permission from the participant and impersonate them in WorkSourceWA.com to update
- Save the TouchPoint
- Provide the Individual, Training and Supportive Service - Development of IEP to the participant and record it in the system to trigger active participation
Services:
For participants whose household receives an Intergenerational Assessment Plan (IAP), complete the following steps to capture the IAP in the system.
- Create a new TouchPoint
- Select Individualized, Training, and Supportive Services:
- Enter the Activity Start/End Date
- Select Comprehensive and Specialized Assessment as the Service Provided
- Select the Intergenerational Poverty Initiative enrollment from the Active Program Enrollments list:
- Complete the remaining fields on the Service, for Actual Outcome select “Not Required for this Service”:
- Save the TouchPoint
- Based on IAP recommendations refer household members to eligibility screening, if eligible they may also be enrolled into the Intergenerational Poverty Initiative, and Youth or Adult programs as appropriate
Career Connect Co-enrolled Youth – Recording Comprehensive Internship Placements:
Please note when co-enrolling each program will have its own individual Enrollment TouchPoint. Refer to Career Connect Washington guidance for instructions for recording Comprehensive Internship Placements.
Supportive Services:
- Create a new TouchPoint
- Select Individualized, Training, and Supportive Services
- Enter Activity Start/End Dates
- Select Program Support Services (Other) (2.0) OR Program Support Services (Transportation) as the Service Provided for Adult participants:
OR Support Services – Fees, Supplies, Test, Transportation, etc. (Youth Only) for In-School Youth or Out-of-School Youth participants:
- Please see Service Catalog for service definitions.
- Select the Intergenerational Poverty Initiative enrollment from the Active Program Enrollments list
- Enter the type of support services provided into the Course field, using one of the following categories: Books, Childcare, Clothing, Certifications, Fees, Health Care, Supplies, Tools, Housing, Training, Transportation, or Other:
- Complete the remaining fields on the Service, for Actual Outcome select “Not Required for this Service”
- Save the TouchPoint
- Based on IAP recommendations refer household members to eligibility screening, if eligible they may also be enrolled into the Intergenerational Poverty Initiative, and Youth or Adult programs as appropriate
Outcomes:
- Create a new TouchPoint
- Select Outcomes, Program Completion:
- Select Intergenerational Poverty Initiative enrollment from the Active Program Enrollments list
- Input the Reason for Completion and Completion date. Completion date should correspond to the date of last qualifying service.
- Complete the Outcomes/Program Completion, Employment, and Credentials tab in their entirety:
- If recording an Outcome for a Youth Participant complete the Youth tab
- Save the TouchPoint
