DOL WIOA 7 Barriers' Priority of Service QRA

Purpose/Definition

The purpose of this QRA is to ensure that job seekers in priority populations receive an adequate level of service.

This QRA is defined as the percentage of job seekers who are included in one or more of the 7 barrier priority populations, who exited within the time frame of the report, without an “Other Reason for Exit”, AND who received an Individualized Career Service or a Training Service.

The WIOA Title Ib Adult (AD) program is the only program being monitored, by DOL, by this QRA (There is no official guidance yet, so the WIOA Title Ib Adult (AD) program is currently ONLY being monitored, not being held accountable, (except by Pilot states)), for the WIOA 7 Barriers’ Priority of Service QRA (Officially known, by DOL, as the WIOA Adult Priority of Service QRA).

  • This new dashboard will allow the ability for the data to be sliced and diced by a single or multiple offices, by a single or multiple programs, and by a single or multiple cohorts (i.e., MSFWs, All Veterans, and Eligible Veterans (DOL Definition)). The source of the data is the PIRL.

  • Even though this dashboard allows users to pull data by a single or multiple programs, currently, the WIOA Title Ib Adult (AD) program is the only program being monitored, by DOL, for this QRA.  Besides the WIOA Title Ib Adult (AD) program being monitored by DOL, through this QRA, the WIOA Title Ib Adult (AD) program is also being held accountable through the DOL 7-20 TEGL: TRAINING AND EMPLOYMENT GUIDANCE LETTER No. 07-20 | U.S. Department of Labor (dol.gov), of which the data set, within this QRA, supports.

  • Important Note:  The DI Team does NOT define nor create any of the definitions/calculations for the new DOL QRAs (QRA Calculations), or any of the DOL Performance Measures (QPR Calculations), on the PIRL, or any other Federal report or performance measure calculations (Like the UNTEER employment rate) you may have access to.  DOL deciphers, defines, and maintains the “what” the “why” and the “how” for those definitions/calculations, at the Federal level, within their DOL official guidance/laws, for all of the 50 states and the territories.  DOL provides the 50 states and the territories with pseudo code, in order to replicate the definitions, numbers, and percentages.  The DI Team only provides visuals, for you.  As to why those numbers and percentages sometimes seem to be in conflict with each other (They all use the same data set, the PIRL), will also be defined, within DOL’s official guidance/laws, of which the DI Team always provides, with our dashboards.
