Policy advocates work in an advisory capacity to provide industry expertise in the continuous development of policies that will contribute to a high-skilled workforce utilizing the Washington State registered apprenticeship framework.


The purpose of this policy and associated guidance is to:

  • Provide a system wide framework for employing, recruiting and developing apprentices
  • Develop a sustainable funding structure that incentivizes sponsor participation
  • Ensure that the legal obligations regarding the employment of apprentices are met
  • Develop deliberate and intentional career pathways from K-12 to higher education

The policy will provide increased support and incentive for

  • Employers with apprenticeships
  • New industries/employers wanting to adopt the apprenticeship model
  • Jobseekers and work force agencies
  • K12 and CTC system
