What's happening
Between now and July 1, we are upgrading all ESD end-user devices from Windows 10 to Windows 11. Windows 11 is the latest computer operating system (OS) from Microsoft. All individual ESD staff laptops and workstations, conference room computers, public facing computers in WorkSource Centers and various other devices and servers will be updated.
This upgrade reflects our commitment to offer enhanced security, streamlined performance and a modern experience that supports innovation and efficiency. We are excited to create an environment where technology not only supports but elevates the vital work everyone across ESD do every day.
Why we are moving from Windows 10 to Windows 11
- Microsoft support for Windows 10 ends Oct. 14, 2025.
- Moving to Windows 11 keeps ESD up to date for the security of our computers and our data.
What's changing
- Look and feel: User interface changes, new layouts, features such as the centered ‘START’ menu, new taskbar, and updated settings.
- Productivity features: New productivity tools like snap layouts and snap groups, virtual desktops, and other features that enhance multitasking and workflow efficiency.
- Technical and security improvements: These improvements will have minimal impact on how ESD staff work.
How we are planning to prepare agency staff to avoid disruption
- Testing, testing and more testing
- Work with technical staff, non-technical staff and accessibility experts.
- Division-by-division rollout plan
- Identify volunteer early adopters from each division.
- Stagger dates the Windows 11 upgrade will be available to division staff.
- Allow a 14-day timeframe for staff to self-install the update on individual laptops.
- Technical support
- Prepare ITSD support teams to handle common issues and questions that may arise.
- Provide an easy process for staff to report issues and get help.
Division roadshow meetings
We are conducting meetings with every division or office across ESD to:
- Share more details about the transition to Windows 11.
- Identify “early adopters” from each division to participate in the testing process. We will work with early adopters to identify unique, business-critical software and applications to make sure everything works in Windows 11.
- Confirm the date when the Windows 11 upgrade will be available to the full division staff.
- Identify and discuss concerns and questions.
Current division rollout schedule to receive Windows 11 update ( as of Jan. 16, 2025)
NOTE: This schedule may be subject to change as we learn more through the testing process with early adopters.
The first date is when division staff will receive the Windows 11 update. The second date is the final day staff can self-install the update.

How do I report an issue with ETO or WorkSourceWA?
- Submit a service request ticket through the ESD Technical Solutions Service Desk Request Online or email this Service Request Form to ESDDLITSDTechnicalSolutions@esd.wa.gov if you are experiencing an ETO or WorkSourceWA.com issue. Review this checklist of things to try before submitting a service ticket.
- Work stoppage: If you have an issue stopping your ability to work entirely, call the ESD Technical Solutions Service Desk in the Olympia area at 360-507-9700 or outside the Olympia area, toll-free at 877-397-1212.
